Tony Dogbe
Tony DogbeCHAIR


Tony is a co-founder of PDA and its former managing director (2008-2012) and co-director (2001-2008). He is an experienced social and community development worker, trainer, researcher, manager, consultant and workshop facilitator/moderator. He has worked with government, non-government and private sector institutions in various areas of human development endeavour.  For nearly nine years he was the Executive Director of one of the leading Ghanaian NGOs, Centre for the Development of People (CEDEP) and thereafter served on its Board from 2000 to 2009.  Prior to this he worked for VSO as a programme officer responsible for social and community development as well as managing its office in Tamale.  From 2000-2004, he was on VSO’s Board of Trustees in the U.K.  The experience he now draws on as a consultant and advisor is thus based on a broad but in-depth interactions with governmental and non-governmental organisations, working from village to national policy level.

As well as working as a freelance consultant, Tony is currently spearheading a number of new initiatives including PDA’s Agro-industry and Social Enterprise (PASE). He holds an MSc in Community Organisation for Rural Development (Manchester UK, 1991), and a BA (Hons) in Political Science and Sociology (University of Ghana 1982).
Celia Marshall

Celia is a co-founder of PDA and worked as a staff member for over twelve years - seven as a Co-Director and five as Senior Consultant. She is now a free-lance social development consultant, but continues to contribute to PDA as a board member.

Celia brings broad development experience to the PDA Board, having lived and worked in Ghana for over 25 years, taking up roles of facilitator, consultant, manager, trainer, researcher and OD practitioner. She has also worked with a wide range of both civil society and government organisations, and in the fields of education, community development, governance, fund-management, human rights, communication, health, roads, HIV/AIDS, disability. She is passionate about finding ways of realising equality and justice and especially enjoys facilitating learning processes and undertaking qualitative research using participatory approaches. Celia holds an MSc in Community Organisation for Rural Development (Manchester UK, 1989), a Post-graduate Certificate in Education, (Bath UK 1984) and a BA (Hons) in Cultural Studies (Portsmouth UK 1983).
Rebecca Sabah

REBECCA SABAH (Company Secretary)

Rebecca joined the PDA Board in December 2012. She is a development practitioner with over 12 years’ experience in policy advocacy, campaign development and participatory community research. She is a trained facilitator and organisational development (OD) expert.

She has worked as Technical Adviser to the Executive Director of the United Nations Economic Commission for Africa (UNECA) in Addis Ababa and for several years as Country Manager for Christian Aid, a policy advocacy organisation. She has been actively involved in several Ghanaian and pan African civil society advocacy campaigns such as Forest for the People, Stop EPAs!, Cut the Carbon and tax justice campaigns.

Rebecca is the 2013 Mo Ibrahim African Leadership Fellow. She has an LLB from GIMPA, an MA in Development Studies from the University of Ghana, a Post-graduate Diploma in Organisational Development from the University of Cape Coast and a BSc in Agriculture from KNUST.
Nana Kwasi Agyepong

NANA KWASI AGYEPONG (Company Treasurer)

Nana Kwasi Agyepong is an experienced financial administrator and trainer with over 20 years experience. He joined the PDA Board in 2013. He began his professional career in 1991 as a finance and administration officer with the Ghana Cooperative Credit Unions Association (CUA) and rose to th position of Zonal Manager for the Ashanti and Brong Ahafo regions. He later went on to become the Technical Services Manager for African Credit Unions revitalisation program of the World Council of Credit Unions. He also joined DLH Consultancy Services as its Company Secretary and Training Consultant.

Mr Agyepong has spent 8 years as a lecturer for institutions such as ICSA Study School, Institute of Professional Studies, Management & Financial Training Institute, Jeff Wooller College, London and Kokayi School, London.  He is a Sage Accounts trainer and Sage reseller in Ghana. He also worked as the Finance and Administration Manager at the London Borough of Lewisham in charge of the Surestart project 2002 to 2007 and from 2007 to 2009, when he was hired by the Ghana Integrity Initiative as the Business Development Manager.

Since 2007 he has been the Principal Management Consultant and Executive Director Microfinance Solutions Consulting and a consultant for credit unions and microfinance institutions.
EDEM AGBEBoard Member

EDEM AGBE (Board Member)

Edem Agbe is the Managing Director of Participatory Development Associates (PDA). Edem is an experienced development practitioner with professional experience in the fields of community development, research, monitoring and evaluation, project management policy analysis, financial inclusion and organisation development. Prior to his appointment as the Managing Director, Edem worked as the Ghana country coordinator for the Youth Forward initiative Learning Partnership led by Overseas Development Institute (ODI), Participatory Development Associates (PDA) and Development Research and Training (DRT), Uganda. The Youth Forward initiative is in partnership with MasterCard Foundation and is being implemented by 28 organisations in Ghana and Uganda to create sustainable employment and economic opportunities for youth in Construction and Agriculture sectors.

Edem has also worked as an advisor and team member in the management, research, monitoring and evaluation of a number large multi-faceted projects in Ghana, including those funded by the MasterCard Foundation, DFID, USAID, African Union, UNESCO and the Rural Support and Programme Network (RPSN). Edem holds a master’s degree in Development Studies from the Institute of Statistical Social and Economic Research (ISSER, University of Ghana Legon and a Bachelor of Arts (Hons) in Economics from Kwame Nkrumah University of Science and Technology (KNUST), Kumasi Ghana. He is also an Associate Chartered Economist (ACE).
Helen Nti

HELEN NTI (Board Member)

Helen is the Deputy Managing Director of PDA and was one of PDA’s first employees, joining the organisation in 2001. She joined the Board in September 2012. Helen has worked for PDA for 15 years, serving as Administrative and Finance Manager before assuming her current role in August 2016. Since joining PDA in 2001, she has played an integral role in the finance, human resource and administrative functions of the organisation. Helen is currently based in PDA’s Kumasi office and is in charge of managing the administrative and financial issues of the company’s Accra and Kumasi offices. She also has an oversight responsibility over the management of PDA enterprises. Helen holds an MA in Human Resource Management and a B. Ed Arts from the University of Cape Coast (UCC).
